Its a question from my friend. She is from Estonia , she has already applied for Working Holiday Visa and is on waiting list. She is sure to get it cause her travel history and self dependence but it may take time for getting invitation.Bottom line , she wants to come here with TRV and when she gets invitation is it possible to apply it within Canada ? (she prepares all needed documents etc.)
If holding an Estonian passport she would be visa exempt only need an ETA to travel to Canada but would still be subject to assessment at the border so whether she is allowed to stay long enough for an IEC application to process no way to predict. There is no requirement to reside in Estonia at the time of application.
Having applied and being accepted she would need to flagpole at the US / Canada border where she would need to show her POE letter, proof of travel insurance for the duration of the IEC and access to 2500 cdn.
Note even if she has already applied for this year the chances of getting an invite seem very low with only 3 invites left and 61 people competing for those invites.
A selection from the IEC pool is operated on a lottery system and takes no account of work or travel history. Those factors might be considered once selected at random from the pool but not during the lottery selection.
