I am permanent resident of Canada and i am planning to invite my parents and my little brother, who is 11 years, old. My father would be the primary visa applicant. I was wondering if i need to complete separate TRV application forms for each person or one is okay. I am NOT applying for supervisa, it would be a regular temporary resident visa.

Yes, you must fill separate visa applications for each of them.... separate cover letters.... separate evidence and explanations to prove their individual and collective strong ties to their home country.... from you: common invitation letter for all three + other documents as their host
As your brother is a minor, your parents must sign his visa application form
You can submit one payment receipt for the total fee of all three visa applications
