Applying for second time.

Hello,
I applied for study permit but i got rejected (purpose of visit, financial status)
i applied only with my parents bank statements and financial sponsorship letter, so i added this time my own bank statement and extra property documents.
my questions is can i re-apply for jan intake now? and if i didnt get answer until 1/1 can i just cancel my study permit application and ask for a refund from Humber using the 1st refusal??

You can either defer your first semester or you can request a refund. Most of the colleges refund process takes 4 to 6 weeks as my case with Loyalist College.
