I'm currently working and my PGWP will expire in a year. I was planning to apply OINP to gain up my EE points, but noticed that they have put a halt on it. Even if they start to accept new applications again in later 2016, I would have less time for my OINP and PR application.
My question is if I decide to go back to school (need to apply for study permit) once my PGWP expires, would my previous work experience still count toward PR? Because if it does, then I'll be able to study while waiting for the final PR decision, right? I know we can also apply for BOWP, but that requires AOR from PR application, right?

It does, as long as it remains in the 3-year window - for the CEC program, the experience must be within 3 years from your application date to count.

Yes.
I know we can also apply for BOWP, but that requires AOR from PR application, right?
Sort of - the application needs to pass the completeness check to be eligible for the BOWP. You also need a valid work permit at the time you apply for the BOWP.
