In my first semester, I withdrew from a class after the midterm because I was sure that I won't be able to pass the class, leaving me with three courses that semester which means I was part-time. But I maintained full-time status (even in my last semester) and didn't work during that part-time semester. I'm in my last semester now and I want to apply for PGWP the second I get my graduation verification. Would I be able to work while I wait for my permit to get approved? Also, will that part-time semester affect my application to PGWP?

You are not eligible for a PGWP based on part-time status, and you will find out once you get a decision. So, expect a refusal, but IRCC may give leniency but do not expect it. You can work while waiting.
