In march 2015, my wife and I apply to CIC for PR under Family Class Sponsorship and I got my OWP in december. Nevertheless we live in Montréal and I would like to apply for the CSQ.
I've read the SPONSOR’S GUIDE FAMILY CLASS by MIDI and I have a few doubts.
Can anyone tell me if I need to send other documents beside the APPLICATION FOR SELECTION CERTIFICATE – FAMILY CLASS A-0520-BA (2014-08) ? Is this the right way to apply ?

You do not need the Co-signer, because you are sponsoring a spouse/partner.
From what I can see, you need:
1. A-0546-GF (2014-08) (undertaking by sponsor)
2. A-1520-BF (2015-11) (Quebec's checklist)
3. A-0520-BF (2014-08) (the applicant's actual CSQ application)
4. along with any supporting documents according to the guide & checklist

In the list of items to be enclosed, there's "a copy of the letter or e-mail sent to you by Citizenship and Immigration Canada confirming your eligibility as a sponsoring person" and the application for sponsorship is still in process. Does this mean that I have to wait for the frits stage to go through so I can apply to the CSQ ? Or is there any other document that can be used instead of that one ?
CIC will send you an email inviting you to continue your application with MICC ( the quebec government) that is the email you need to use. i received that email 2 weeks after AOR. That is the email they are talking about in the document checklist for the undertaking application for MICC

I haven't received an AOR nor the mail form CIC.
I applied for the PR to CIC on March 16, 2015 and we applied for the sponsorship on the same date, the latter appears as being in process since May 9, 2015.
The OWP was issued on december 17, 2015 (there was a delay because of a misunderstood with the fees).
I called the CIC today. I explained the agent that we applied for a sponsorship for a family member under family Class and for my permanent residence as well to CIC but as Quebec residents. I told him I received my OWP and asked him what do I need to get a CSQ. He told me that since it's an Open Work Permit, it doesn't have any restrictions and therefore I can start working anywhere in Canada including Quebec. This doesn't make any sense does it?
He seemed rushed so I couldn't get more information from him.
