My boyfriend and I plan to apply Common law after we stay together one year.
He is PR holder. However he got PR by sponsoring from his step dad.
Does he need to wait for 5 years of holding the status before he sponsor someone ?

No - he doesn't. He can sponsor you as soon as you are either married or common law.
