APPLYING CEC 1 YEAR EXPERIENCE

Please help good people.

Been in Canada for 17 months and i have a work experience of 1 year as a baker noc 6252, can i qualify to apply cec immediately.

I want to believe i qualify for the language for NOC B.
The 52 week not sure how its calculated. but been working averagely 40hrs per week.
Another question is it better to use an immigration lawyer or consultant to prepare your application or one can just do it without them.
