Can a H1B holder staying in US apply for Canada open work permit from US and travel Canada ? If yes, please let me know how to proceed.
 
On what basis are you applying for an open work permit? Open work permits are only issued in very specific circumstances.

Being on an H1B alone does not qualify you for an OWP.
