The offices in India are operating with reduced capacity and VFS is closed which is maybe why they are not responding. When VFSs open you can try contacting your local MP to see if they can help. Do you have any applications in process that will allow you to remain in Canada after your WP expires?
My pr is approved in canada on the basis of express entry. But I was in India when I got the approval, thus they putt my copr on hold till i get back to canada.

You don't need any authorization letter to get stamping done in India. If you have received passport request, you can get it stamped from any IRCC office around the world. You just have to be physically and legally present in that country where you are getting your stamping done.
