Apply PGWP at border without Flagpoling or US Visa?

Can anyone tell me if it's possible to apply for PGWP at Canada/USA border without flagpoling or even entering the US with a valid visa?
Can we just go to the border and ask the security officer to process the application?
Has anyone done this before? Please let me know. Thank you!

No, you can't. You need to actually leave Canada and re-enter.

Not necessarily; for example, in flagpoling you don't need a US visa. Just get denied entry to the US and make a u-turn. Tell to US officials that you are flagpolling and want to go back to Canada.

And btw .. I read that as of march 2018.. border service doesn't issue visa for pgwp or study extension.. they are loaded wid other work and unofficially return ppl. Google it

Only a few of the busiest borders have policies restricting flagpoling to certain times.
