Apply for work permit LMIA while waiting for visitor visa extension

Can some one guide me my brother here on visitor visa, can he apply for LMIA work permit while waiting for visitor visa extension that has been applied already but no decision has been made yet.

Yes he can apply. If the extension is refused he would have to leave.
