Apply as a Visitor for Family sponsorship

Hi guys, I'm a PR of Canada and I want to sponsor my wife who is in Canada on a tourist visa.
Can I sponsor her while she is visiting Canada (she has no study or work permit, just vistor)?
If she applys for the open work permit at the same time, approximately how long will she get it?

1) Yes

2) 4 months to get the OWP. You must apply inland for the work permit. You don't have to apply inland, though, even if she is living in Canada. In the past, outland was much faster for most countries. No one knows if that will still be the case.

If she applys inland, can she travel to USA on a brief trip? e.g. 1-2 weeks max.
As a sponsor, can I travel with her for couple days outside Canada? (I understand the restriction that I need to reside in Canada during the application)
