Hi I got the same for my kid, on the Withdraw letter they have mention application for Visitor record and instead I should apply for Visitor Visa. My baby is like 2 years old and is having a visitor visa , and now the application status is withdrawn.
If application is withdrawn by them will we get a refund?
What should be the next steps, If anyone has done it please lte me know.

No refund. You just need to reapply. I made sure I followed all the right steps by watching a step-by-step YouTube video guide while I was filling all the forms.

I couldn't find any similar cases anywhere, so I'm just reapplying. I am filling the forms and making sure everything is clear that I need a visitor visa, not a visitor record. Hope they don't f*** up this time.
I applied for TRV because I had a valid study permit and I had to travel to my home country. It took them 190 days to reply.
The response"This refers to your application for temporary resident visa in Canada. As you already have a valid visa, your application has been withdrawn. Your file has now been closed and no processing will take place "
I mean w*f.. The stamp on my passport was clearly expired. And I have also written all the info in the client information letter. Now I am graduated but all my stuffs are in Canada. But I cant travel.

Once it's withdrawn, it is very hard to get an answer for their mistake. The only advice I can give you is trying to call IRCC.
