My application for Canadian Citizenship was returned "Your application for Canadian Citizenship was considered incomplete and was not processed and fees were not taken, Your application and proof of payment are therefore returned to you for the following reasons: you do not have the required language level
If you choose to resubmit a complete application, make sure to include:
1. The completed application form submitted on a version of the application form dated October 2017
2. Note: the date and signature on the original will still be used for physical presence calculation
3. All the required documents based on the document checklist
4. Proof of payment
My question is:
Can I use my University Diploma and Transcript? Just realized that Listening and Speaking must be 4 and higher. Mine was 3H only. Taken before 2014.
Do I need to pay again? I don't see any refund on my credit card. Its been 2 weeks already from the date that they returned my paper.
Do I need to submit a fresh form? And a new Calculation? I originally submitted December 2018
This is a family application. Only mine has a problem but all returned and need to resubmit with my completed application.

1. Yes, you can use your University Diploma and Transcript given that the medium of instruction in your University was English.
2. No, you don't need to pay again.- as stated - "Your application for Canadian Citizenship was considered incomplete and was not processed and fees were not taken. You just have to submit the receipt again together with your application.

Refund is requested seperately by you but u can use same receipt for resubmission. Plus you can uss your transcript or diploma as language proof is it is from CAnada or states that english was the mode of teaching.
This is very common when applications are submitted together and if one of them is incomplete all will be returned. Make sure all applications signing date on forms and physical presence calculator is not more than 90 days old when CIC will receive ur resubmission or else they will return again. Better update calculator and forms with updated history and new dates as per new eligibility and include same old receipt

My appl. was also returned for a different reason ( no fees) .It had the same language as yours. I suggest you do what I did;
Keep a copy of their cover letter for your records and send the same application back ( including their letter) with the missing documents
,the old fee receipt and a cover letter from your side that you are resending the returned application.
Since they said that the date, sig on the original application will be used for physical calculation , no need to send a fresh application.
The first page of the old applicaion is stamped with their receipt date , so they will know .

Two reasons, they r not probably more than 90 days old. Second they did mention to use what forms in case she wants to resubmit so why use new forms than as well?

Take my example, my first appl. was received sept 6 and they returned to me on dec 4. It had the same language as this poster 'kawaii'.
So when I resent it on dec 5 the signature /date on it was definitely more than 90 days old. If that 90 day condition was so important for a resent applicaiton they would have clearly stated so and asked me to send a new application. Instead they said that the old date will be used for physical calculation.
