Recevied the rejection pdf with the main issue was:

" Thank you for your interest in Canada. Immigration, Refugees and Citizenship Canada (IRCC) has reviewed your application for permanent residence. We have determined that your application does not meet the requirements of a complete application as described in sections 10 and 12.01 of the Immigration and Refugee Protection Regulations. Your application is rejected for being incomplete. Specifically, your application does not include the following elements:

Intended Province of Destination

You have indicated your province of destination as Quebec. To be eligible under the Federal Skilled Worker Program you must plan to live outside the province of Quebec. If you plan on living in Quebec, please see http://www.cic.gc.ca/english/immigrate/quebec/index.asp Note: A full review of your application was not performed. There may be other elements, not identified above, which may also be missing or incomplete."

I dont understand what went wrong :(
 
You cannot select Quebec as your intended province to settle. It is clearly stated in the IRCC that one of the requirements of Express Entry is the intent to reside outside the province of Quebec.

Rejection was expected.

im confused. so if i were to get the PR , does it mean that i am not able to get a job offer from an employer based at Quebec? As I intend to live at Montreal or Ottawa, but i dont qualify for Quebec Immigration .

Once you're a PR you can live and work wherever you'd like.

So either reapply and choose Ottawa or apply via the Quebec immigration program once you qualify
