Application pending officer review? TRV

Hello,
I have applied for TRV on March 5th 2020, I have spousal sponsorship application in process. Upon inquiry I just received an email from Singapore that “ My application is pending officer review “
Anyone has any insight of it?

P.S I have applied for TRV with ARC

Any information is appreciated from seniors or people who have experienced something like this.

Well, if you had to apply for an authorization to return to Canada as part of your application, of course it has to be in-depth reviewed by a visa officer. You can expect lengthy delays at the ARC is part of your application and must be reviewed in light of whatever caused you to be removed from Canada or your criminal record.

Yes, my reason is to see my spouse. She works in Health sector and she isn’t able to get days off with work load. So I asked to visit her for 3 weeks

Two of which you'll spend in quarantine, removing her ability to either go to work or making you stay somewhere else?

We have leased a basement for 1 year before I left Canada, I have provided them the concrete quarantine plan for 2 weeks at our residence

Leasing an apartment for 1 year doesn't really show proof you'll leave after three weeks. Also, you're aware that if you are quarantining with your spouse who works in health care, she must also quarantine?

We leased the apartment before we knew I had to depart Canada, and yes she can get up to 2 weeks sick leave nothing more.

My police clearance had no record.

Then why were you ordered to leave Canada?

IRCC generally won't order a departure for an overstay like that. Odd.
