My brother applied for his visitor visa on March 24. He is asked to come in today March 26 for Biometrics.

How long is the wait before visa is issued. Can others share their timeline please?

It may be processed under CAN+ and processed more quickly than current timelines. He will not know unless approved or refused quickly as IRCC decides where to process under CAN+.
