My app was refused due to no job duties mentioned, as Canadian work experience, I submitted pay stubs, T4, NOA, ROE, and also job contract as per CIC guideline, eventhough they rejected......what the hell....
OP, if you have access to your addresses where you lived in ten years in your profile, see if you have provided correct address there for your Indian stay.
If at all CIC is right, it could be due the fact that you mentioned that you were living in India from MM-2006 to MM-2009 (by mistake?), but your PCC from embassy was dated sometime before 2009. Ideally your address needs to US address at the time when PCC is dated.
Or the other guess is officer confused passport issue date as PCC date.
Yes so, CIC had no problem verifying that you worked there. That's what the T4's , Roe etc are for.
But they couldn't verify what you did when you worked there because neither your reference letter nor your job contract has any responsibilities or duties in it.
[Edit]
But do give a thorough check, if your personal history, work history, address history(major chunk to match with PCC) has correlating information and matching with PCC.

The PCC I send did have 'police clearance certificate ' printed in bold on top. CRS is above 450. Can you point me to a link that explains how t raise a CSE?
My PCC has the issue date, the title Police Clearance Certificate. Below that, it states
There is no adverse information in respect of _____, holder of Indian passport no _____ issued at London on ____ which would render her ineligible for immigration to Canada.

For a country other than your current country of residence, the PCC must be issued after the last time you lived in said country. Your PCC was issued in 2008 but you indicated that you lived in India till 2009. Apply for a new PCC from the Indian consulate and apply again.
I applied for my Indian PCC in California. Nowhere in the form, there was a space I could mention that the intent for PCC was migration to Canada. Will that be an issue ?
