I have my profile up for EE: with spouse 387,without spouse it would be 412 i am kind of confused on how to go about this now.
I am getting her to give her IELTS and try and increase the points from 387. And may be access her WES too.
There is one query i have however, Need i pay an extra 400$+ for my Master's degree to be accessed(My Bachelor's is done already)? How does this WES thing work..

You should have just spent money evaluating your master's degree instead of bachelor's. You should have your highest degree evaluated. The prerequisite of going to postgraduate school in pursuit of a master's degree is having a bachelor's degree.

At the moment, from his speech, only thing I figured out was that he is going to let 200,000 refugees in Canada. Refugees don't have much to do with Express Entry, they'll prolly get Super Express Entry which is PR on arrival! So it seems legitimate applicants will have to go through same EE process. Can't say about the future!
I agree, it certainly looks like CRS hasn't gone below 450 in nearly 1 year, and considering that number of qualified people with CRS between 400 - 450 are likely going to be much higher than all of those with score of 450+ means it's very unlikely to go below 400 in the current system. If new government changes policies and starts issuing significantly higher number of ITAs then there is a chance.
At least in short term, I don't see new government bringing any changes to skilled migration programs, potentially because skilled people are not the vote bank for liberals, because liberals raise taxes for skilled workers and give freebies to those not working. Also most skilled migrants are generally not stupid enough to fall into the trap of vote-bank politics. "Give me vote-I'll give you freebies" is not what skilled (high earners) are interested in.
That is why the new government is keen to allow more refugees in, because they're their ideal voters!
