With regards to proof of funds letter issued from the bank, Would it be acceptable if the letter is addressed to "The Visa Officer, Canadian Embassy"?

Yes, perfectly fine.
In my case, I have used "The Case Officer, Case Processing Centre, Immigration Refugees Citizenship Canada, Canada."

Importantly, do u have access to ur CIC account? I mean I applied through an agent and I dont have any access... Since my agent is in Canada I wont be getting any updates today as its a holiday
