The "the number of applications received" most probably refers to the applications that have gone through the first step (preliminary check with payment processing). Mine was mailed to CIO on Nov-5 and received by CIO on Nov-9. Haven'r received any update yet.
@ MASOUD2011: i also think so... and welcome to this thread... i'll be opening an online data base to keep track of the applicants. btw, u sent on 5 Nov?! that was fast... and did u check whether they have charged your Credit card/ bank draft? that's a great way to tell whether your application passes the eligibility test.

The website clearly states that the applications should be sent to CIO. Also, the CIO is accepting PhD stream applications. Applications received toward the overall cap: 23 of 1,000 as of November 29, 2011

Any one of you konw that if some has already application SW3, can move it to PhD stream?
My application at buffalo VO since Feb 2011. Can I ask them to move my application to PhD stream.

Why do you want to switch to the new stream? It's not clear yet whether it is a fast track stream or not. Even if you could, that'd probably cost you a delay. That's my thought.
I do not think so. I would suggest you check the spreadsheet of July 1 FSW. As you can see, the CIO is dealing with SEPT applications, so I guess you might need to wait for another two months to get charged. FSW-PHD does not seem to be as fast as CEC.
