Mine was the exact same case. This indeed has happened for 4 applicants including me. I have mine and wife's passport stamped already; had submitted my application on 6th Nov.

Hey are any of you Outland PNP's BG Status still stuck on 'Not Started'? - Or perhaps changed from 'Not needed at this time' to 'Not Started', and remained that way until today?

I called CIC a few days ago and was told my application is 'In Process' at local VO - Most of you Nov 2016 AOR applicants look like you've already got your applications transferred to local VO's as well - Would you have any idea what status it is actually at? Ie; BG check done yet etc?
 
4 days after I've sent my passport, it was delivered thru mail directly to my doorstep.

I have received a request from CIC, asking for details of eye color, height and passport bio page.

1) Is there a formal for height and eye color? Would a world document do?
2) What does this mean, is this a good sign? What happens next?

BG - NN-NS-NN

I guess it has been NN since last 3-4 weeks. Is there any specific reason why Inland PNPs are getting delayed?

When/what time range could I expect a PR?

There seems to be a delay with PNP-Inland Applicants who received their AOR in November. Hang in there, hopefully some good news awaits us shortly.
