It wasn't immediate. I applied to PCC a week after I got ITA. I waited until the last day of the ITA period for the PCC but it never came so I applied without it. Fortunately I got my PCC the same week they asked for additional documents.
Did you submit proofs that you have applied for FBI PCC?

You are most welcome. The only requirement is that principal application has to land first or together with dependents. They cannot land first alone. So sure you could land first at border and your family could do so latter though I am not quite sure that if you are going to border, why not do it once for the whole family. Its probably easier and clear cut that way rather than your spouse doing it latter separately.
I don't think CIC returns fee for BOWP. Besides I assume you are on implied status currently because of this BOWP application. So your current status has to be valid at the time of landing. Currently it is implied, because of that BOWP application. Else it might create some issues for people who have gone out of status before landing as PR, keep that in mind.
