Additionally CEC does not require proof of funds either. Also valid job offer doesn't mean just any job. It means that you claimed points for LMIA based job, and was approved as part of process.
If none of these applied then proof of funds is needed. They may or may not ask for it, but you are bound to provide that otherwise.
P.S. I didn't know that provincial nomination is also proof of funds exempted. FSW certainly is not. And if you have LMIA job, then it doesn't matter which program you applied through. You are POF exempt then

It's just speculation. There is no evidence that ordering notes make things faster.
But here is the thing. In recent times, often my cic does not change at all and most people receive PPR via email. Say they got your email wrong or something (that PPR is not automated like my cic) and I have read several cases on this forum where CIC sent PPR to their old lawyer who they used when applying for work permit years ago. No connection to the PR application. But no way of knowing if you got PPR.
If 30 days pass this way, you are really screwed coz you didn't send Passport.
Instead if you review notes, and have a good idea about what stage your file is in, you can always call and ask CIC helpline. They might not tell you the decision but they would certainly tell you if you are expected to send them passports et al.

Correct! For OINP Human Capital Priorities stream, an applicant is exempt from POF if is currently working in Ontario or has a job offer in Ontario (need not be LMIA backed).

Correct. I thought PNP is PoF exempt, it is actually CEC. According to CIC only CEC and LMIA based job offer is exempt from PoF.

I am not exempted although I am working in Ontario! I provided evidence of 15900 CAD but I noticed that I entered 14000 CAD in my EE profile and they did not look at my evidence and documents but the number that I had already entered in EE! I sent a CSE last night, Can I do anything else? I am so worried

I believe CSE including all the concerns is enough. I don't think you need to be worried.
The most important ones are funds and your wives credentials. Juat raise a CSE and it should be fine
