What I know is that at some point the files are transferred from the officer to another office in ottawa and they do a final review and send the results.

They do the completeness check in CIO-Sydney and will send it to CPC-Ottawa for eligibility review.

Not really. From what I have seen so far, the completeness check is usually done within a month and then the waiting begins, but in general CIC is not predictable at all.

I was speaking to one of my friend whose friend works in CIC. He told me that the guy working in CIC told him that right now CIC is focussed more on processing the refugees as compared to people who have applied for PR, Work or study permit/visas!!!

No, I think I came across people got the RPRF letter with the same line rejected after 5 months.

Most likely in the past RPRF was requested when they were finalizing the application, but they've changed that in recent months - lots of Sep AORs got RPRF request in Oct, by when the process is no way to be near the final stage.
