Generally, this is based on which country you are applying from. If you are applying from outside canada, usually, it is your nearest Canada embassy/consulate. If you are applying in Canada, I think it may be Canada or your home country.

I received an AOR on 12-Sep-2016. Medical Passed on 7-Oct-2016. My wife's post-graduate work permit expires on 10-Jan-2016. I am planning to apply for my wife's bridging open work permit (BOWP). I heard that with this AOR, I will be able to extend her current post-graduate work permit for a year.
I have a question about AOR, I saw in earlier posts people receive their AOR in first few days after submission, Is that AOR means that they have passed the R10 checkpoint or it's just same as the one you get when you Upload your file on the portal.
My file status has changed yesterday for medical= 'Passed' and Background check: 'In Progress', but the eligibility is still under review is that expected?
I need to apply for my BOWP and I am waiting for R10 AOR (If this term exists),please advise should I go apply for BOWP.
