I think the delay might be attributed to the visa offices. Hopefully, by this month the remaining batch of July AORs will get their PPRs.

Next time you call CIC, try asking the agent whether you can expect a PPR soon. I have recently heard that a backlog of visa applications have build up. In your case, everything might be in order. It might just be the delay in sending the PPR. My advice would be is to be patient.
Additionally, try raising a CSE. It's another option too.
