AFAIK all official communication from IRCC is that you cannot benefit from implied status under IEC, have a look here - http://www.canadavisa.com/canada-immigration-discussion-board/implied-statis-iec-to-bowp-t271834.0.html;msg4065859#msg4065859
That being said various people claim that they have been able to do what you're doing (got a BOWP from IEC and the PR when through fine)...
Fact is, it will most likely depend on the officer reviewing your case, but some understand that IEC is not a WP and hence there is no bridging it into another WP... I think the correct way to extend your stay on IEC is to get another IEC.
Anyway, good luck and I hope your PPR comes though soon so that you don't need to worry about your BOWP.

Most likely some medicals will go to pass today. Which itself would be positive improvement.
And yes, somewhere around end of March we might see more PPR comming.
Then again it seems that some slow LVO are serving some PNP applicants fast (like 2,5 months for Pretoria or 3 months for Singapur is unusual).

In that case the last point does apply - redistribution of the workload. If you got PNP under some French stream, or if French is listed as language that you speak, that might have triggered Paris as your LVO.
Normaly it should be Beirut. Maybe you will end up just like Dedicated - Paris will do everything, but you will forward your passport to Beirut (or Ankara).
I do appreciate your constant availaibility on this forum.
If possible, I would like to have a little clarification concerning my case.
I am a french Speaker (Ontario PNP Frenche stream PNP, same as you I guess)
When My BG turned back to NN (28th Feb), I wrote an email at at CPC-CTD-Ottawa@cic.gc.ca to know about my Local VO, and the reply that "my application in being processed in CPC Ottawa".
A this stage, I would like to kwow if my application will be processed at Ottawa until the End, or there is a chance that they forward it to a French VO (Paris for example).
