I can only guess:
1. Type of application FSW / CEC / PNP - for PNP they might wait for some info from the province that nominated (that can cause delays)
2. LVO - each visa office - some offices are overcrowded with applications, so they need more time because they can update on the BG of the specific case (SGVO, NDVO, SPVO, Accra, Pretoria...)
3. If there is something suspicious that triggers longer checkup, that can also cause delays (army history, government jobs, certain countries, nationalities or areas, visa refusals in the past or visa overstays...)
4. Bad timing (that would be the moment when somebody is leaving the job while other is taking new position)
5. Other priorities in LVO or in Central office (Ontario Illness....)
Well, I can give my own example - FSW (no waiting for province), Outland, USA Applicant (not very overcrowded, I guess), no army history, no government jobs, no visa refusals. Only one applicant without family.
Waiting from 7th Jan with no status update, while others with more applicants, PNP and more overcrowded offices already got their medicals passed.
So, I guess there must be another reason for these delays. Or it is just random without any explaination, some officers are more effictive while others are less.
That points to another theory.
Today, several people with AOR from the first January week 1.1. to 8.1. have reported change in their BG check. SO it looks like if they also work a bit in a weekly batches (or just maybe most of those cases are Ontario PNP and Ontario has sent whole batch of confirmations back to the main office).

You are probably right. Mine was 10 jan aor with bg changing to not needed from not started on jan 30 within two working days. I am fsw outland with no onp or any other provincial nomination

Exactly, we might move faster in the first stages and then we get the fun part in our LVO.
It is normal to wait longer for the first update. On the bright side, if you are already in Canada you can relax much more. Outlanders will have additional hussle after whole process is done.
