Well Yemen has been in war since 2011, and since then there has been no stable government. How reliable would a PCC from there be? I'm not even sure if the infrastructure of any form of intelligence still exists there.
In the link I sent, IRCC's suggestion in order to get a PCC is to actually go to Yemen and get one. The airport at the capital city has been under siege on and off for a couple of years now, so if they really ask for one I'm not sure what I'm gonna do.

I think first they will finish Review of Eligibility before going further, if application is not eligible/incomplete it will be returned and fee will be refunded.

Excellent point Sir! I can now see WHY they say you don't need a PCC... I don't think they'll ask you and if they do you can say that it's not safe and you've not lived there for longer than 6 months so by their own ruling it shouldn't be necessary.

You see we only have ~450 records so far in the main e-APR Tracker which is not much, as compared to a working sample of 1000 cases would give a very accurate prediction (for example for Australia our largest tracker has 3000+ cases and we can predict visa approval date with super-accuracy: +/- 10 days usually).
