I am assuming that by IP 1 you mean - Your application is in progress. The next step is to conduct a background check and by IP 2 you mean - We are processing your background. Correct me if I am wrong.
Yes, my GCMS was generated within 2 days, but didn't arrive until the 30th day.
At least now I know I have passed R10, passed Schedule 4, passed RCMP (all completed within 3 weeks after e-AOR), they were still waiting for PCC from my home country. :-X It has been over 10 weeks since I applied for that PCC from my home country.

CIC's stated timeframe is to process 80% of applications within 6 months. However, most nowadays are done within 4-5 months.
"Review of Eligibility" will stay in progress till most likely the end of your application. Till a decision is made.
