I am at a loss whether to fill certain section of the form like education, military, government,addresses, e.t.c
Well that's probably been mapped to some other value... Did you have BLANK value? If so what do you have now?
Since most of us have been here for long enough to have something on that field before the change I think you might be better off looking in the FEB/MARCH thread for that.
The review of submitted document of mine was blank. Now it has "not applicable". I think that's one of the change but still I don't think my application has been touched. I'm a PNP-I AOR Jan 5

I would personally recommend you to fill up the whole document. It's not that long anyway and contains the same information you already provided in your PR Application.
At this point why take risks?

You can get a general sense of their processing times by looking at the Consolidated Tracker here: https://myimmitracker.com/en/ca/trackers/consolidated-e-apr-tracker-express-entry-permanent-residency-application then you can filter by the Paris VO and by PNP streams. On average it seems it's taking a little over 3 months.
