As per IRCC's website, there is no requirement to do RCMP check upfront. That is why i didn't submit it. It has only been the recent trend that they have started asking for RCMP checks to process cases faster.

To be honest when I uploaded my documents there was a attachment tab specific to PCC certificates, so I thought it would have asked you as well since you are same date as me (Feb 1, 2017).
Anyhow, I believe if you just get it done now you will be golden.... Cheers!
One of my friend got rejected in Feb 2017 (He Applied in Nov 2016) due to the exact same reason, he applied under CEC category from Alberta in Express Entry System. I guess Indian PCC is a NO-go for now! Only get it from Consulate in Canada if you are living in Canada

Did cic mention anywhere on website that applicant MUST get PCC from consulate if residing in canada? it doesn't make sense they rejected his file due to this reason.

Only get PCC from Indian Consulate in Canada if you are living in Canada
