I got news from the other friends on this forum, who is PNP-I with Dec 12 AOR, got her first update, medical pass and bgc - IP 2 days ago.
I think we AOR Dec 13 guys could get our first update by end of this week.

Yes, you are right. I have similar situation with the original poster and I got my GCMS for my express entry profile , which is not my permanent residency application 2 days ago. That shows my application haven't been touched until Feb 28.
AFAIK, If additional docs is 'not needed' then it means an agent has started the completeness check.
My understanding is these are the steps:
1) Agent opens your application
2) Checks medical, selects 'Passed' if all good
3) Does the completeness check, requests additional doc if required
4) Eligibility
5) Background
6) PPR
