Most of the visa exempt country citizens seem to get direct landing...just guess though

Im brazlian, so I can get an ETA, but Im not a visa exempt country.
My french friend just sent a pic of his passport and went straight to landing.

Lots of backlogged applications for CEC have been approved over yesterday and today. Many applicants in August, Sep, Oct, November and Dec 2018 received PPRs. Still, Edmonton IRCC is out of this

So, Edmonton is not the one clearing backlogged?
I guess mostly, Ottawa VO is doing the work
