Bro i applied for fall 2013 and my admission was valid for may 2014, l think uni of Regina has issued your admission letter, you should ask your post man, because i also had not received the letter but when i contaced the uni they said they had issued it already, then i request them to send it again, after 2nd time i received the letter after two months.
