Is there anybody applying with NOC 4121 University Professor or have gone through successful.

Hi,
I applied to NS with NOC 4131 College and Other Vocational Instructors.
They replied that the job responsibilities that i have mentioned make it NOC 4121 University Professor and told me to apply to CHC ISB.
Employment requirements for 4131 says
* A master's degree in the field of instruction may be required.

whereas Employment requirements for 4121 says
* A doctoral degree in the field of specialization is required.

Now the question is that i have BS and MS in Electrical Engineering (not have PhD).
Am i eligible for being a University Professor with PhD?
Is there anyone who got PR with NOC 4121 and does not have PhD...

i believe the educational requirements under the NOC codes are not considered by the visa office while making an assessment. they are there to tell you that you should meet with these educational requirements if you want to pursue with these occupations in canada. if i am wrong, some one well experienced will correct.
