Not sure if this is the right forum but one of my family members(PR) had to travel back home in January as their mother passed away. They would be returning back to Canada next week(after the new rules take effect on 22 Feb).
I was wondering if this case would fall under H&C grounds and if they would be exempted from quarantining in a hotel that costs upwards of $2000 per person(and just do a 14 day home quarantine). This, to me, sounds like "essential" travel as the purpose of this trip was to attend their mother's funeral and take care of their ill father.

Essential travel exceptions for this new rule hasn't been clarified as yet. If possible its better for your friend to try and come before the 22nd. Airlines change flights for free these days.

If they can't. Then they have to keep watching or figure out their plan under the new rules.

To the government, "essential" means "essential" to Canada - truck drivers, airline staff, medical workers. That's basically it. Everyone else is SOL.

Perhaps that will not be the case tomorrow, but I would bet against it.

If someone is coming to Canada on Feb 21 but need take a connecting flight on Feb 22 to another province, would the new restriction apply to those people too?

Doubtful. Restrictions occur when you cross the border, after that they don't care about you.

Very doubtful, H&C means something totally different than that.

average hotel per day cost 100-250cad per day by online prices but since travellers are required to book through special numbers this would be at a very special rate.

Remember there are a couple different sets of travel restrictions. I haven't seen the announcement for the ones that get habitually renewed every month but no reason to believe they haven't been.

The Quarantine restriction got carried forward to April 21st.

The mandatory hotel quarantine is a different rule, that one comes in effect February 22nd.
