To update......

My wife flew in from Colombia yesterday afternoon. Other than the typical harassment at the Bogota airport to board the plane, all went well.

Landed at Pearson 30 minutes ahead of schedule, went straight to Immigration where they processed her COPR and got her PR card request submitted. Asked the expected quarantine questions after reviewing her ArriveCan info.
On her way to the covid testing area. They had staff to do the test. NOT self administered as advertised. Received a follow up email to say results will be sent within 2 days.

From leaving the plane to walking out to me meet was 1 hour! Her plane was approximately 1/8 full. Reminder, this is one of the 17 routes being put on hold by Air Canada next week after Rouge already shut down.

Our AOR1 Was Sept 30, 2019, Decision Made was Oct 2020, Landed in Canada Feb 10, 2021. We're reunited after 11 months apart when covid hit. Now we're together forever.

I am happy you are being reunited but your spouse should be isolating separately from you. Hopefully you have a basement

This is ridiculous. Took them forever to announce yet they had nothing in place. UK announced and had it set up soon after (with a few bugs).

They hurried with announcement, didn't think through all the issues that come with it.

You're supposed to do private transportation vs public when able. OP might also have been self-isolating with their spouse.

You are NEVER allowed to take public transportation to your quarantine location. You are not supposed to quarantine in a small space where you can't isolate from other family members. I have highlighted these directives from the government website. Quarantining with a spouse could create another patient who could not only get seriously ill or die but add to the demand on the healthcare system. Unfortunately Ontario still doesn't seem to be asking questions about quarantine plans and stop family members from quarantining together without isolating from each other in their home.. In other provinces people are not able to do this.

Where can you quarantine
You'll need to confirm you have a suitable place to quarantine where you:

• stay for 14 days or possibly longer
• have access to the necessities of life, including water, food, medication and heat without leaving quarantine

You must quarantine in a place where you won't have contact with people who:

• are 65 years or older
• have underlying medical conditions
• have compromised immune systems

You may only quarantine with people in these situations if:

• they consent to the quarantine or are the parent or minor in a parent-minor relationship
• you complete a form provided by a government representative at the port of entry explaining the consent and receive authorization to proceed
• to complete the assessment at the border, a government representative will call the person to obtain their consent; you will need their:
  • legal name
  • date of birth
  • full address
  • phone number

Many travellers will be able to quarantine at home or at their Canadian destination.

Some travellers may be unable to quarantine at home or their final destination. In these cases, travellers are expected to make alternative arrangements for their return to Canada. Although alternative accommodations (e.g. with family or friends, or paid accommodation) may be suitable, the Government of Canada does not reimburse for expenses incurred for accommodations, including hotels, RV rentals and trailer park or campground fees.

You cannot quarantine in group living environments

Some examples include:

• industrial camps
• group residences or homes
• hostels
• construction trailers
• student residences (unless you’ve received prior authorization)
• residential care or long-term care facilities
• sharing a small apartment
• living in the same household with large families or many people
• having housemates who haven’t travelled with you that you can’t avoid

Mandatory quarantine only applies to travellers who have entered Canada.

Travellers who are under quarantine should avoid contact with others and:

• stay in separate rooms
• use separate bathrooms
• keep surfaces clean
• avoid sharing personal items
• limit interactions with others in the household

Co-habitants should also follow the guidance of their local public health authorities.

Taxi or Uber are not considered public transit in the same way that a bus or subway is.

Hotel Quarantine requirements come in effect on February 22nd

I've been away from home for 5 years and I manage to miss the deadline by 2 weeks. How unfortunate.

I hope their Quarantine Hotels like cats, and I can't wait for further details.

Tell that to the government

They have a system in most places with approved quarantine methods - you need a taxi with a plexiglass shield, etc. Only specific taxis/Ubers, they need to sanitize, etc. They're not going to make you walk from Pearson to Scarborough.

That's correct.
At present any mode of transportation can be used to travel straight to the area of quarantine.
Including public transportation, Uber, Lyft, Kabu, Taxi, etc. Just grab your luggage, wear mask and keep social distance.
The airport authority is waiting for updated information from Transport Canada.

I think that @canuck78 may be interpreting a statement from government earlier - if you have symptoms you are not to use any kind of public transport to go to your quarantine location. If you do not have symptoms (despite the documented proof of aysmptomatic spread) you are to use acceptable transport, while maintaining social distance, to go to your quarantine location.
