Can we do Soft landing after we receive COPR ,in Quebec or Montreal border if we are travelling from Vermont or Boston?

Absolute no if you got your PR through Express Entry. Any port of entry other than the ones in Quebec is fine.
 
Some people have reported landing in Quebec also. You just need to tell them (truthfully) that you are settling in any other province. If you want to play it safe, try another border post like thousand island or Cornwall. Those are in Ontario.
