Soft landing at YYZ vs Vermont / Canada land border

Hi, I would like to know what is the difference in soft landing by air vs land border.
option 1: fly to Toronto airport and do the soft landing. More expensive and have to plan everything with kids and office work.
Option 2: cross the border through Vermont to Quebec (I got the COPR through express entry, so I believe province won’t matter)

can I get the PR card mailed to my sister’s address in canada for both options? Or should I stick to YYZ airport?
