No. It is federal skilled worker express entry

I'm a federal express entry applicant and it has been almost two years since I started my application. I have received my PPR but visa is not stamped.
My IELTS results will expire soon too.

I don't think so, because the PPR means your application has been approved. so they will not recheck your application and documents. Just due to coved-19 issuing the visas are processing slowly.

My case is similar but aor is Oct 19. Nothing since meds and biometric in Jan.
Ankara seems like the slowest office
