I'm an American citizen living in Canada on a work permit valid until December. I'm marrying a Canadian citizen and I'm wondering if I should apply inland and hope for the open work permit to process after the 4 months?

even the longest average for US citizens before the super speedy process of lately is 6ish months. it makes NO sense for a US citizen to apply inland when you can be a fully landed PR in almost as much time it is to get the OWP as an outland applicant.
sure, check out the first thread on this forum, that is really the only place you'll find a "step by step" dissection of the process. it's not specific to americans, but really the process is virtually the same for everyone. you will need to read the country specific guide from CIC and come back with specific questions.
