So I am a PhD candidate studying in the UK and living with my American wife and our Canadian citizen child. We had planned to apply for PR for my wife and live in Canada when I am done here. Covid has essentially shit down the university and, since I am allowed to work from Canada, I have decided to push forward our move to Canada.
We are planning on applying for the open work permit but just read that you cannot apply for the open work permit if you apply 'outland'. Is this true? If so, what options do we have? Can we apply outland, move to Canada, then apply for the work permit? Can we apply "inland" and for a work permit even though we are not in Canada?

No to both of your suggested options. There is no OWP with an outland app and you are both required to be living together IN Canada when submitting an inland app.
So basically we have two choices. 1) we can apply outland and hope she gets it not too long after we leave the UK so she can work, 2) wait to apply until we get to Canada then wait 4 months for the work permit to be completed.
And this is all in the hopes that COVID create massive backlogs.
