I am recommending to wait as you submit all the passports together for stamping. The call center people don't have that information. Once it is clarified they may want to submit both passports in one envelope as we are not submitting in VFS. Better to wait for a week or two as there is 30 days to do the submission instead of doing something wrong in hurry. What if the PA passport has visa expiry in 2-3 weeks and the dependent passport has not been submitted yet. So better to be late than sorry. Just my take on this whole scenario
You can't travel to Canada with a passport that expires in 2 - 3 weeks. Your being rather dramatic and advising people incorrectly. The letter clearly says each passport should be sent in a separate envelope with separate prepaid postage. But to each there own.
