Did you applied on Feb 2012 or Feb 2011. I think they have nominated people who applied on Feb 2011 already. I guess they are now nominating people applied on July 2011.
I am about to submit my application to CIO. My question here is that they have asked for 2 self addressed envelops, does these envelopes have to be postage paid or just plain envelops with my address on it. ??

Yes you don't have to... You can... But you don't have to..... If you will not submit RPRF then they will ask during process... So at least Processing Fee is necessary to start process...

I'm little bit frustrated also maybe they will transfer my file to Abu dhabi, which is very slow compared to Manila visa office

Sinp may ask again IELTS and all federal forms for new signatures and validation purpose.
but you will require IELTS at CIO.
try to arrange IELTS in 23 month at SINP so it will be last till your application finalized at CIC.
And it is must to provide valid IELTS at CIO according to checklist.
and it will be must only GENERAL TRAINING. Academic is not acceptable at CIO for immigrant visa applicants.

Yes y to arrange new IELTS General Training, or they will ask you and will give you 45 days to submit result...
So better to save time and keep it in hand as requirement is not huge..

They will email MR.. Yes there are high chance that they will transfer your application to ADVO... There is a member here who application is also transferred to ADVO from CEM..

Thanks Smile_2good. All I can do is to wait because for now I don't know where to send correspondence. I have to make sure first that my file was transferred to ADVO before making the 2nd thought of trying to request file transfer from ADVO to CEM. Anyway God is Good!! But, they say that ADVO is slow but sometimes case to case basis?
