Do I need to provide all police certificate with my application? I've lived more then 3 countries in last 10 years

do they return my file as incomplete if I don't provide all police certificate

Yes you need PC for all the countries where you stayed for more than 6 months after you turn 18 ... yes initially they will give you some time to provide PCC , if it is not provided ,file will be denied ...

you have to check CIC website choose the countries where you have lived for the last 10 years and if you need to present the police certificates along with your application so be it and if not then CIC will ask for them if neccesary

row since the age of 18. You are strongly encouraged to submit your police certificates with your application to the
CIO. If you are unable to obtain all the necessary police certificates, you may still send your application to the CIO
without them. However, we strongly recommend that you take steps to obtain your police certificates now to avoid
future delays. You must be ready to submit them when requested by an officer

Yes, you can submit, but also it says "You must be ready to submit them when requested by an officer". It will delay you application if you do not have them at hand to give them when requested. But submission is possible and it is unlikely to get a direct refusal - only if you cannot provide the documents upon request.
