Very similar situation here. My timeline is as follows:
AOR: Jan 10, 2023
BG completed: March 10, 2023
Test invite: March 15, 2023
Test completed: March 27, 2023
Language completed: May 30, 2023
Physical presence completed: May 30, 2023
No updates on prohibitions since May. GCMS notes says that all 3 of LPP were assigned to RC-8090 with a due date of January 7, 2024. It's a paper application with the primary office being Surrey IRCC.
Page 3 of the GCMS also mentions 'Grant Review Ready PM03'.
I also ran into this, but I had mandamus in progress, so they hurried up with completing prohibitions in about a month. I never found out what the deal was; I ordered ATIP notes after the oath, which were slightly redacted, and the email stated this:

Section(s) of the Act applied (if applicable): 21 The detection, prevention or suppression of subversive or hostile activities, 22(1)(b) law enforcement and investigation
Not sure if this is normal, or they were hoping to find something exciting in my incredibly boring existence. My guess, they just didn't feel like working, so they made an excuse.
I also had a PR card renewal in progress at the time, which was severely delayed as well.

and they removed 15 page of notes for some reason.
I am really disappointed .why they keep doing something like that to people?
I have an emergency and I already apply with urgent process request because my mother very sick but they don’t care
If the wait for prohibitions is over a month, I believe we are for the long haul. Next month is the 2nd year anniversary of my application. Seems like mandamus is the only way out of this dead-end situation.
Does anyone have a successful mandamus case to share? I’m getting sick of looking at the same date in the tracker with no change!!!
I did a small analysis on the 2023 citizenship applications sheet, and on average it takes 34 days to complete prohibitions for 2023 applicants. Although, note that there's been only 3 people that had an issue like this. So the data might be highly inaccurate. Here's the "data."

For me its 2 months since everything got completed except prohibition!
I called them last week and told me everything is normal. Just waiting your visa office to review your prohibition. That's really annoying!

I asked if something is blocking my application. He said that no, everything is normal. You just have to wait your visa office to review the prohibition part
