For 2147 The things matches my skills 13 out of 19.Hopefully it will be enough.
Or I will try 2133 but not sure if it will matches more with my skill.
My question is how much percentage of skills do one need to match to match the NOC position?

You were lucky to have your Master Degree recognized by WES. It will be really unfortunate if you do not take the opportunity. I suggest that you take time to improve your basic English and then study hard for IELTS. A good IELTS score may be able to get you a direct ITA.
